France has become, alongside Germany, the first European Union nation to sign a bilateral security agreement with Ukraine.

The agreement was signed at the Élysée Palace on Friday, February 16, during a summit between Emmanuel Macron and Volodymyr Zelensky.

France has committed to providing strategic and operational support to Ukraine in its fight for freedom and against Russian expansionism. This agreement strengthens security cooperation and sends a powerful message of international and European solidarity.

Key points of the agreement include:

  • significant military and civilian aid
  • cooperation on intelligence, counter-espionage, and cybersecurity
  • humanitarian assistance
  • enhanced collaboration between French and Ukrainian defense industries to bolster Ukraine’s war efforts
  • preparation for the country’s reconstruction

During the press conference following the signing, Emmanuel Macron declared, “Our commitment will not waver.” Under the agreement, France pledged up to €3 billion in additional military aid to Kyiv in 2024, following €1.7 billion in 2022 and €2.1 billion in 2023.

For Volodymyr Zelensky, it is “an ambitious and concrete agreement,” adding, “France and Ukraine together know how to inspire our peoples and Europe.”
